[fixed] Add state not updating country Reply to topic

- I understand. Keep up the good work.
And when you are on to it: - if you add a new "state" you will discover that your choice of Land will not appear - so you have to edit the new "state" again, get the right Land - then update.
No big deal.

Updated release v9.6.2 - upload all files and update the module to 9.6.2 through admin => modules => edit
