[fixed] Order Quantity Update assumes Manage Stock = Yes

For an item marked as Manage Stock = No, you are correctly able to order 1, 2 or more items. However if you attempt to change the quantity via EditOrder/Update, then you will get an error message saying that there are 0 items available in stock - even if you are reducing the quantity. You have to delete the order and start over.

Great. I'll have my changes to you soon. I think I have them working today, but need a little more testing. Have also made a very small change to help the user, and need to do something about non-AUS/USA/CAN addresses (state selection). Think I know how to address it, but will need to test out my theory. Don't worry, I'm doing everything with minimal changes to code...
